Issues combining discounts

We have recently received reports of an issue where some product discounts cannot combine with other product or order discounts.
There is an active discussion about this issue in this Shopify Community Forums thread.

My discounts, using the advanced logic builder, are all working correctly, except if the item is on Sale. For instance, a customer tagged 'Wholesale' might get 25% off, and this should be stackable with something on sale (but it's not calculating that way). I have enabled Stack discounts on top of sale price. Please advise, thanks.

- Do you have a screenshot of the cart/checkout page where the discount isn't being calculated by stacking on top of the sale price?
- What is the product you are noticing this issue on? What is its sale price, and what is its compare at price?
- What are the conditions for your discount? If you have a screenshot of the discount settings page, that would be amazing, but otherwise, I can send a collaborator request to go into your store and diagnose the issue that way.
