Allow disabling automatic currency conversion in purchase requirements conditions and volume discounts

Similarly to the 'disable automatic currency conversion' option currently available for fixed amount and fixed price discounts, add an option for "Minimum/maximum purchase requirements" conditions to disable currency conversions.
For example, this would allow a $200 CAD threshold for Canadian buyers and a $200 USD threshold for U.S. buyers, without having to create separate logic.
