It would be great if the app could support filtering discounts based on the shipping address state or province. This feature would allow merchants to set specific shipping discounts for customers in particular regions, enhancing promotional options and targeting capabilities.

We understand the demand for this feature. However, due to the Shopify Functions input query complexity limit, adding support for shipping state/province-based conditions would require creating a new discount type.
Having multiple shipping discount types would likely confuse most users, so we have decided not to implement this unless there is sufficient demand. Thank you for your understanding.

Would love to be able to filter out certain states like hawaii and alaska from our free shipping discount. Or if we could filter it somehow using our shipping zones

We truly understand the request for state-based shipping discounts, and we would love to implement this feature.
However, it’s important to note that the Shopify Functions API has strict limitations on data queries, which you can read more about here.
Unfortunately, these limits are out of our control and are set for all users, meaning we currently don't have room to query any more data when calculating discounts. Otherwise, we would add this feature in a heartbeat.

If Shopify ever makes changes to allow more flexible limits on the complexity of input queries, we'll happily reopen this feature request.
