It would be great if the app could allow discounts to apply only to the cheapest shipping rate available at checkout. Currently, the app does not have this functionality, and it would help merchants who want to offer free shipping selectively based on the lowest cost option available.

We are now looking into adding a new discount type to the app, specialized for shipping discounts. It could include additional conditions for shipping discounts, such as state/province, postal code, and weight.

We understand the demand for this feature. However, due to the Shopify Functions input query complexity limit, adding support for shipping state/province-based conditions would require creating a new discount type.
Having multiple shipping discount types would likely confuse most users, so we have decided not to implement this unless there is sufficient demand. Thank you for your understanding.

Would love to be able to filter out certain states like hawaii and alaska from our free shipping discount. Or if we could filter it somehow using our shipping zones

Fixed shipping rate discounts are now possible!
Just like a product/order discount, you can use the "Fixed price" discount value option:
You can also create conditions to compare the shipping rate to known values.

We are looking at using this app for our online store on Shopify plus. Would love the ability to set a fixed shipping rate, for situations when products in cart are being fulfilled at multiple locations, to avoid the double shipping rate. I see a post by Piotr below about the same issue.

We didn't get any feedback about the following options, so we have assumed there is no demand for them at this time:
* Limit discount to specific shipping address countries
* Limit discount to specific shipping address states/provinces
* Limit discount to specific shipping address postal codes
* Min/max shipping rate
